Regarding Windows Vista, when you start installation system will display a window of incompatibility, but it allows you to continue the installation.

After installation, you may also receive a message about incompatibility.

I'm at work under Vista no problems, but full compatibility is clearly not.

Generally, when working in Delphi, I recommend sitting under the Administrator, as other accounts may not have the rights to any of the tender for Delphi. Hence, it may be silly situation nezapuskom or nekompilyatsiey, or inability to write to the registry and so on.
